No. 5/94 (January 31st-February 6th, 1994) 1 The RFSL acts to discourage developments in Romania The Romanian Senate has now considered the bill on liberalization of the Romanian ban on homosexuality (see News from Swedish gay/lesbian politics 32/93, 38/93 and 41/93). The senate has rejected the proposal from the Juridical Commission, which would have meant a tightening of the current ban on homosexuality, and has instead considered the Government's bill on liberalization. However, the Senate has decided to add a new section to the new "more liberal" law: "Urging or encouraging a person to practice the acts stipulated in the preceding paragraphs, as well as propaganda or associating, or any act of proselytism committed with the same purpose shall be punished with imprisonment of 1 to 5 years." The RFSL has informed the Swedish ambassador to the Council of Europe, Henrik Amneus, about the recent developments. The Swedish members of the Parliamentary Assembly of the Council of Europe, Doris Haavik, Hans Goeran Franck, Mats Hellstroem, Daniel Tarschys, Paer Granstedt and the Swedish Section of Amnesty International have also been informed. 2 The church says no in its formal remarks According to the periodical Kyrkans Tidning, formal remarks on the report from the Partnership Commission are being prepared jointly by the Swedish Christian Council and the Swedish Council of Non- Conformist Churches. The periodical quotes the draft formal remarks: "We do not think that society through its legislation should sanction the desired cohabitation forms.
