Following the lead of the Basque city of Vitoria, four other Spanish towns have set up registers of 'non- official' couples. These are Sant Joan de Despi (Barcelona), Getafe and Leganes (industrial suburbs of Madrid) and Elche (3rd largest town in Alicante). The mayor of Vitoria is a member of the Basque nationalist PNV. The others towns are ruled by the PSOE, the party of government in Spain. None of the major regional capitals have adopted the idea, and the conservative city government in Madrid has not even considered it. Madrid, 16 March 1994.
