MOTION THE VERONA CITY COUNCIL: Whereas on February the 8th, 1994 the European Parlament has approved the Resolution A3-0028/94 in which - among other things - the States of the European Union are invited: - to "end discriminatory treatment of homosexuals in the laws and administrativeacts regarding social security, social services, adoption and inheritance laws and habitation ordinance, as well as in the penal laws and in all the related laws (point 7)"; - to "extend to homosexual couples all legal institutions available to heterosexual couples" (point 9); - to promulgate legislation extending the equal application of the right to marriage, adoption and foster-parenting laws to same-sex families - to provide for equitable endowment of gay and lesbian social and cultural organizations (point 13). Whereas, apart from individual moral and religious beliefs, homosexuality contradicts Natural Law itself. The application of the above mentioned resolution, among other things, would have a negative effect upon the psychological development of young people who, in such promiscuous heterosexual and homosexual families, would see the failing of one of the basic foundations of the family, that is: the stable union of a man and a woman. - since Art. 29 of the Constitution, which prescribes that "the Republic acknowledge the rights of the family as a natural social organization (obviously between man and woman) based on marriage"; - the motion approved by the City Council on September 8th, 1994, where, at point 1), it states that "the only real family is the Natural Family which based on the marriage between man and woman, and open to life"; Therefore, the Council REJECTS - with respect to basic natural principles, the content of the resolution A3-0028/94 approved on February, the 8th, 1994 by the European Parlament; [And] PLEDGES that the City Administration shall not deliberate any act tending to equalize the rights of homosexual couples to those of the "natural" families constituted by a man and a woman. ----------------------------------------------------------------------------- English version edited by Jude R.
