In the begining, it will be strictly information bulletin with short service notes. We don't provide space for fiction and photos, although we would like to encurage you to send us short essays about the situation of gays and lesbians in your country. We expect to get some info about project possibilites, requests, or ideas how to manage gay/lesbian organization. We would like to show you the CEE situation mainly in news about events taking place in CEE countries. Democracy has just been born in our countries, gay movement is like a baby and perhaps some info will seem unimportant and triviall, but we hope, that this idea of non-selection (but confirmed) information, is the right way to show gay and lesbian situation in CEE countries. This bulletin will be available only in English. It is not our native language so forgive us (we hope) a few mistakes appeared in the texts. Because as you know: only someone, who does nothing, does not make mistakes. This bulletin will be sent to all gay and lesbian organizations in Europe to some in America and to all gay magazines (except for porn-magazines, of course). Aricle no.144 was added to the project of Penal Code by Polish Criminal Law Codyfication Commitee working with Professor Kazimierz Buchala as a chairman.The legacy reads as follows:"Each HIV positive person (aware of being carrier) who exposes other person to a danger of infection is liable to a penalty of maximum three years imprisonment. ["Inaczej" no. 50] GAY AND LESBIAN EDUCATION. In mid-March a group of gay/lesbian educators and education employees attached Lambda Krakow which was come into being. The group aims at attaining integration and collaboration of concerned persons as well as at causing discussion of professional questions. In future they intend to organize symposium in Cracow. Lambda Krakow is asking interested persons to co-operation. ["Filo" no.57] LAMBDA TORUN ON THE RADIO. On April 27th representatives of Lambda Torun group took part in the programme "Point" brodcasted by local Radio Torun. Questions of legalization homosexual partnerships and children adoption have been disscused with listeners. There were many friendly phone calls during this almost two hours broadcast. Unfortunately we could hear more conservative, biting and sharper opinions, because they contained too many indecent words. In general the major part of listeners has rather accepted homosexual partner reletionships but at the same time they have firmly oppossed children adoption. Professor Mikolaj Kozakiewicz, well-known and gay friendly Polish medical authority also took part in the programme by phone. Attending the programme representative of Catholic Bishop of Torun, Rev. Nowakowski demonstrated again that Catholic Church still did not know what tolerance was and the only offer for homosexuals was to give up personal happiness, to be in God's service and to patiently endure permanent celibacy. ["Inaczej" no.49] I WILL INFECT YOU WITH HIV. During quarrel with customer Provincial Conservator of Monuments from Czestochowa heard such menace. The customer wanted to get a consent to enlarge his property but the consevator did not agree. Then the petitioner threatened him with infection with HIV virus. The wronged prosecuted an action. The accused has been convicted of the offence by the court, but at the same time the lawsuit has been discontinoued. The judge acknowledged the offence was "socially harmless". The conservator did not resign and he appealed to a court of higher instance. He will be demanding a sum of 100 millions zlotys (it is about 3500 ECU) from the accused for the benefit of MONAR, Polish drug users aid organization. ["Inaczej" no.50] GAY THEATRE. After summer holidays everyone will be able to take opportunity of participating in the stage training organised by LAMBDA GDANSK II ("Inicjatywa Gdanska"). The classes will be conducted on by first rate specialist able to help you to acept oneself and other people. That offer is free of charge. The charge will only cover cost of journey to Gdansk and accomodation. The training will be held on some weekends of September or October but just now we want all interested to send us an envelope with sender's address and post stamp. You will receive all needed information. ["Filo" no.57.] MADE IN POLAND. "In 1994 Polish lovers will be able to buy about 42 millions condoms made by UNIMIL Cracow. The other 20 millions will be exported to Sweden and Germany" - said Mr.Andrzej Draus, the firm'smanager. "Marketing resaerch made in Poland in first three months of 1994 shows us that each of 11 millions sexual active couples use statisically four and a half of condom a year (in 1993 only 2). Such increasing of quotation has been caused by anti-abortion campaign, a danger of infection with HIV virus or veneral diseases and liberal policy of present goverment rather seems not to be quite homofobic as former ones" - he added. Thanks to co-operation to the Swiss partner UNIMIL, the largest Polish the condoms manufacturer has installed in Poland first thirteen condom slot machines (eg. in university campus in Cracow and at Central Railway Station in Warsaw). ["Filo" no.57] LAMBDA TALKS TO MASS MEDIA. On the occasion of 25th Stonewall anniversary special letter was addressed by Ryszard M. Madetko, the SGLambda President to journalists and reporters representing mass media. In the letter he tried to explain that coming out of Polish lesbians and gays was just begining, we still were quite invisible. So the other Poles and unfortunately media as well still use stereotypical and unreal picture of lesbian/gay people. He also wrote there was no typical lesbian or gay and each homosexual person was indyvidual like everybody else. He added mass media should have helped us to show the truth and the great occasion to change social attitude were such worldwide events like Stonewall anniversary or annual European Gay Prides. P.S. The letter has been sent to American and European representatives of Polish media as well. ["Inaczej" no.49.] SG LAMBDA GENERAL ASSEMBLY. General Meeting of SG Lambda (Association of Lambda Groups) was held in Plock on 14 - 15 May 1994. The delegates stayed at hotel "Zajazd u Adama". The event was sponsored by hotel owner Mr.Adam Wisniewski. Two dates of assembly were planed out by organisers. For lack of quorum by the first meeting the delegates had to debate on the second date (SGL charter reads that quorum is not necessary on the second date meeting). The delegates were unanimous in carrying new SGL charter. Rules and Regulations of General Meeting, of Association of Lambda Groups board and of Control and Opinion Committee were passed as well. The former SGL board was given a vote of acceptance. The new SGL board line-up are: President - Ryszard M. Four hours long programme titled "Homosexuality" hosted by Marek Mierzwiak has been broadcast by Radio Katowice. The programme started off with soliloquy "How A Gay Lives". At first the major part of listeners was felt indigant, because of such brodcast. Fortunately, finally they found out, that homosexuality was a subject, which should have been often touched in mass media. President of Telekomunikacja Polska S.A. (Telecommunications Poland Co.) found, that there was no reason to wind up erotic phone lines. The firm do not want to be accussed of "depravation spreading", but at the same time they do not want to encroach upon citizens' freedom as well. The firm intends to set up two years test period for such services. 70% of Poles asked during public opinion poll maintain, that Catholic Church influence over social and political life should be limited only to religious practices. 4% of respondents rather think, that such influence is insufficient and it should considerably increase. ["Inaczej" no.49] A VISIT AT THE UPPER HOUSE. on June 13th, 1994 Ryszard M.Madetko, SGLambda President and representatives of Lesbian & Gay Movement and Lambda Warsaw were invaited by Mrs.Zofia Kuratowska, senator of Republic of Poland. Questions of anti-discrimination law in new Polish constitution and sexual education in public and private schools should secure for young people have been debated. They discussed a problem of homosexual partnerships as well. The guests also talked about planned meeting members of Union of Liberty (a quite gay friendly political party in Poland). Finally the senator was given symbolic Red Ribbon and the book in Polish by R.Woods - "Another kind of love; Homosexuality and spirituality". ["Inaczej" no.50] A NEW CENTRE FOR THE PEOPEL LIVING WITH HIV/AIDS. There has been opened a centre of diagnostics and therapy for people with AIDS in the city-hospital #1 in Chorzow. The specialised department, prepared for reception of 5 patients has been equipped with an intensive-therapy equipment.["Inaczej" no.50] INITIATIVES OF LAMBDA-KRAKOW. On 12th of May, during his visit at SANEPID (governmental department of epidemiology), Ryszard Madetko, the president of Assotiation of LAMBDA Groups - Poland, received 2000 copies of "Letter to parents", which has been distributed in various points of the city (post offices, railway stations, call boxes, the Jagiellonian University etc.) by the members of Lambda-Krakow. The LAMBDA Association received also 5760 condoms, which will be distributed in gay bar and saunas. The staff of SANEPID has been invited for celebration of International AIDS Candlelight Memorial and Mobilization. Two gay men from Krak"w are ready within the gay-lesbian solidarity for emotional and informational help. Contact: Jozef R., P.O.BOX 39, 30- 681 Krakow 47.["Inaczej" no.49] THAT AWFUL CONDOM. One of the jurnalists from Polish magazine "Super Express" visited the city of Siedlce as a condom sale-agent. It has been proved that this product, while reducing the risk of HIV infection is not popular in that province capital. The "perverse" jurnalist didn't sell anything. From the KPN (the radical right party) he was sent to the SLD (the major Polish left side), where he met some interest, but gentlelmen bought nothing either, claiming that they were "too old". Finally desperate agent gave some condoms to soldiers. The statistics say, that in Poland two condoms are used by one person a year. ["Inaczej" no.50] A MEMORIAL BOARD FOUNDATION. The president of Association of LAMBDA Groups with participation of LAMBDA-Krakow and whole Polish gay & friend community aims at establishing a memorial board in honour of lesbian women and gay men, who were killed in Oswiecim (Auschwitz) and other war crime places. "The Gay & Lesbian Movement" has been registered on 27th of April by the highest Law-Court of Poland. There are officially 20 persons associated now. The Establishing Committee is a member of ILGA. At this moment we have no further information unfortunately. ["Filo" no.57] SUSPENDED GROUPS. For indefinite time the activity of Lublin LAMBDA was suspended. And at the same time the Lublin group has lost the right to use word "LAMBDA". ["Inaczej" no.50.] THE CONFERENCE IN TORUN. On 28th April some representatives of LAMBDA had a meeting with Mrs Krystyna Sienkiewicz (she's a member of Polish parliament ). They were talked about suggestion to new Polish constitution & introduce the prohibition of gay and lesbian discrimination and also about legalization their relationships. ["Inaczej" no.49] "FRENCH LETTER " FOR YOU. LAMBDA-Torun is still informing about the permanent action "French letter" for you. Some places of entertaitment "Pod Orlem" at Mostowa street & "stop" drink bar at Sw. Ducha avenue have just finished their disco activity for gays and lesbians. The members of LAMBDA in Torun are giving out condoms and also many interesting leaflets in music centres which are situated in the gay place "Front" at Bydgoska street 1/3. On 24th May the same group LAMBDA-TORUN had another meeting with Mrs Krystyna Sienkiewicz from Polish parliament. They were talking about the effect of some activities concerning the constitual legislation not to discriminate gays and lesbians or about an alternative of legalization their serious contracts in law. The negotiations on receiving a special telephone line to informe people about HIV/AIDS are still going on. LAMBDA-TORUN took the main part in this discussion. Everything is impeded of special kind Polish church option.["Inaczej" no.50] THE NEPTUNE FESTIVAL FROM GAY POINT OF VIEW. The students of three Gdansk High Schools ( University, Politechnical & Medical ones ) have organized a special festival ( called "Neptunalia" ). It was at Sopot pier and in the very popular "Monciak". On 7th May there were some happenings, conserts & contests. Having concerned the ecological & health affairs students wanted some documentations from LAMBDA-GDANSK II (!!!). They received several thousand of our leaflets, postcards, name-cards, stickers and one parcel of folders : " AIDS & You", which we got from Health Department. So sometimes straights help us out in work. ["Filo" nr 57] PINK VALLEY. A trip to Chocholowska Valley ( Tatra Mountains) was organized on weekend 22-24 of April. There were 19 gays. The weather and the atmosphere of the trip was fantastic. This weekend was organized by LAMBDA-KRAKOW. After "Portrait of Dorian Gray" had been televised in the "TV-theare" on Monday we had oportunity to watch in the "Night Cinema" on Saturday Swedish film "Oranger". In this film there were many gay scenes. ["Men" 7/8 94] LIRERATURE IN THE WORLD. Second number of Literatura na Swiecie" (Literature in the World) is full of erotics also homosexual ones. Apart from prose of Harry Mathews, where we can find some man - man motifs, there is poetry of James Schuyler from New York School. ["Men" no.7/8 94] LAMBDA GDANSK II (INICJATYWA GDANSKA) INFORMS. LAMBDA-GDANSK II is planning to organize campaign of sending leaflets and condoms free. It will probably start in July. Inicjatywa Gdanska want to inform, that you can have latest news about what L-G II offers. you must only phone 432-959 ( Gdansk ) between 16.00 - 18.00 till 22.00. ["Filo" no.57] GAY SATURDAY ON POLISH TV. TVP-II televised a programme in the series : "Questions about Poland." Special guest of Andrzej Urbanski were V-ce chairperson of Senat prof. Zofia Kuratowska, prof. Mikolaj Kozakiewicz, prof. Jacek Kurczewski from Warsaw University, Stefan Niesiolowski from Christain National Party and Rafal Ziemkiewcz famous from anti-gay articles. Almost 90% of talk was about homosexuality. All guests agreed, that no one should be discriminated in Poland. ["Inaczej" no.50] POLISH WOMEN DISLIKE GAYS. "Twoj Styl"(Your Style) magazine asked 1112 polish women, wheather: "they would not like to have a neighbour, who is ... ?". 78.6% of them answered, that they wish not to have a homosexual as a neighbour. Polish women disliked more only drug users ( 85.8% ), ex- prisoners ( 85.3% ) and prostitutes ( 84.6 ). They were more tolerant for people, who live with AIDS, ex- agents of SB (polish KGB), communists and policemen. Gay people are strongly dislike by women at the age of 41 - 49 and above 60. ["Filo" no.58] CELEBRATION OF STONEWALL RIOT IN KRAKOW. On 27th of June, 25 years passed after the famous riot at Stonewall Inn. That moment is considered the begining of gay & lesbian liberation movement. Board of LAMBDA prepared a short TV announcement on this day. Mr. Ryszard Madetko was present in a programme "Panorama" on TV. President of Lambda - Poland during a disco in Sauna Club had told : "On pink Saturday I am sending you my best wishes. I hope, that each lesbian-women in each situation may say, that she is proud of being lesbian-women. I hope, that each gay in each situation may say, that he is proud of being gay-man". The President of LAMBDA Assosiation wants to thank editors of "Panorama" especially Ms. M. Wisniewska for preparing the programme on gays and lesbians on 25-th of June. ["Inaczej" no.50] CHILDREN AND GAYS. ...It happened in one beautiful city (with 580 thousands people). In Poland took place a lawsuit concerning probably an adoption of four children by two 24 years old gays who have lived together for a short period of time. The court of justice investigated this case as positive and in the end four... under age (6,7,11 & 13) will stay with their new child's foster - fathers. The interesting thing is that gays did something to get this protection. First - these children are siblings of one of gays. One gay bought a rather big and comfortable flat. Second one registered himself in this flat as a man who was renting a part of rooms. Mother of this childs was addicted to drink. Earlier this woman was punished for unintentional death of her one child and therefore the Court gave this care to the oldest brother. So ...everything is fine now. To the surpise; the're receiving a family allowance. Not long ago the street was the main home of these children. Gays are so happy. They admitted that they always had dreamt about having children of their own. ["MEN" no.7/8 1994.] IN KONIN in connection with a trial of openning the new MONAR centre at Zagorowska Street a self-defense committee against HIV and drug addicts came into being, which threatened with boycott June's municipal election in case of delivery the building to MONAR. ["Inaczej" no.50] KATOWICE, BYTOM, Chorzow. This time MONAR is going to open (without any problems) new buildings for drug addicts, where over 200 people can live.["Inaczej" no.49] BETWEEN 22-24th of April 1994 a very interesting weekend took place at Chocholowska Valley prepared by LAMBDA-KRAKOW, especially by Andrzej - purse bearer and Jurek - secretary from this group. IN 21ST EDITION of "WPROST" you could find an article called "Manka Tolerance", where the author was agree with legalization gay relationships noting at the same time that the most gays come from heterosexual families and therefore there is no reason to think that children who're brought up by homosexuals will become gay, too. ["Inaczej" no.49] SOLIDARITY WITH PEOPLE LIVING WITH AIDS. Marek Kotanski, chief of MONAR made an appeal to all Poles for symbolic gain people's hearts on 23-rd May to be with people suffering with AIDS. This day at noon on streets of Polish cities will be together "face to face" because up till now we have not felt the pain this grup of human beings' - wrote Marek Kotanski to PAP (Polish Press Agency). In his opinion it is not OK. We do not notice 50 thousand carriers of HIV and a few thousands of suffering. We cannot continue the silence to bear a relation to not only people with AIDS but also to homeless and unemployed ones. According to him this action called "The Acceptance Circle" was litmus - paper attitude towards Polish society of these problems.["Filo" no.57] SOME HELP FOR THOSE SUFFERING FROM AIDS. We kindly inform that in March 1993 the foundation "Help for children with AIDS and carriers of HIV " has been registered by law. This organisation is disposed towards material and moral support everybody who the AIDS problem concerned. This foundation has many things to do now. It is conducting very wide preventive treatment especially at Slask (Silesian) schools and it wants to get some more money for help. It will make people more tolerant. With reference to Corpus Christi homily chairman of Lambda Association Ryszard M. Madetko, sent a letter to cardinal Jozef Glemp. He noticed that people with homosexual orientation were expecting some friendship from Catholic Church. Mr. Madetko paid an attention for many cases of attac gays and lesbians, which increased after decision of European Parliament. This letter was sent also to chosen mass media and to Lambda Groups. ["Inaczej" no.50.] MULTISEXUAL, BUT NORMAL. The Catholic Association of Polish Doctors has been registered by the Regional Law Court of Warsaw. The chairman, Pawel Opalinski announcingt this explains the motivations of the establishment as a "common need arised up after the revelation of some behaviors which discredit the medical community". He classifies here some declarations about the anti-abortion law which favours the underground criminality and demands of a right to marriage and children adoption for SINGLE SEX DEVIANTS. Among the tasks he mentioned "the spread of moral principles and catholic ethics, systematical work with oneself, the defense of beloved spirit of authentic Christian duty for people, the care of proper and conscientious job performance and the promotion of MORAL HEALTHLY LIFE STYLE". The motivations of the establishing of association still remain unclear. The mumbling formulation of the tasks also gives no hope for any concrete actions (well, some work with oneself would do someone good...). Afterall some doubt arises: how many gender has mr. Opalinski ? THE INTERNATIONAL AIDS CANDLELIGHT MEMORIAL AND MOBILIZATION DAY took place on 21th of May in 250 cities of the World with a sentence "AIDS is not a punishment from God" as a motto. There were a lot of mittings and marches at squares of Polish cities with a watchwords like "Every ill person has a right to life, residence and a job". In the Katowice city girls from nurse school distributed AIDS information brochures and condoms. A demonstration was organized by the AIDS-ill Children Help Foundation and MONAR. There was a celebration in krakow organized by LAMBDA-KRAKOW. The chairman read the Declaration of Memorial and Mobilization., which calls for giving full citizen rights to those living with HIV/AIDS. AIDS TO JAIL. "Poland is on the way to establish a new law concerning AIDS problems" stated prof. Andrzej Szwarc from the Law Faculty of UAM University in Poznan, after the conference entitled "AIDS and the Criminal Law". In fact, this is a controversial case, and in professor's opinion it's unclear if some discriminations would be favoured. A question appears in the constitutional law, which common goods and interests and which citizen's freedom should be given a priority. On one hand citizen's law and freedom manifest themselves, on the other - the individual and social menaces related to AIDS problem (e.g. the HIV tests and revealing their results) appear. In the patient interest there is a strict confidence, on the contrary, for the common good and safety the positive result maybe has to be revealed and precautions should be undertaken. In the work law there is a question if the HIV-positive could be refused to be employed. Could be the HIV test required from the workers? Could they be dismissed for this reason? In the family law it should be considered if a petition for marriage annulment could be based on the fact of concealed disease. It should be cleared also, if the insurance policy could be dependent on the test results. The penality for HIV infection of other person, the possibility of making HIV test without agreement and the problem of their results reveal are the major questions in the criminal law. It's still unclear if the medical personel can be forced to serve infected patients. In professor Szwarc's opinion it's problematical to solve all these questions on the basis of our egzisting law and Penal Code. MORE AND MORE LESBIAN AND GAY PLOTS IN POLISH CULTURE. It's interesting notice that in Polish theaters, cinema, books and papers there are more and more gay plots. Some time ago it was impossible and inappropriate to talk about "it". For example last edition of "Brulion"- the polish literature magazine contents fragments of A.Worhol, W.Nizynski and L.Mittgenstein diaries. Warsaw theater "Scena Prezentacji" performs a "Boys from band" and "Enjoy Mr. Sloane. ["Men" 6/94] PHILADELPIA IN GDANSK. During Gdansk premiere of Philadelphia" - LAMBDA-GDANSK II (Inicjatywa Gdanska) organized kiosk with leaflets and other info about HIV/AIDS and condoms (all free). It was noticed by local mass media and the leader of Incjatywa Gda~ska Leszek Szelinski was interviewed about HIV/AIDS and gay topics by some of radio and magazines.["Inaczej" No 50] VOLKSWAGEN ADVERTISING. When two people come together and commit themselves to share their lives, they are twinning. When people affected by HIV come together, there is a great chance that some will develop relationships, based on common identities, interesis, experiences, skills, challenges, faith, dreams or ideas. Ever since the beginning of the AIDS epidemic, people have come together and introduced informal and powerful twinning relationships. Why twinning ? We are aware of the lack of understanding, lack of opportunities, lack of ressources, lack of experiences, lack of skills and strategies many self help groups and organisations suffer from, and how it feels not to be able to respond to the daily challenges, tragedies and needs even when we want to. Networking and exchange of expertice, energy and power is essential for communities to be able to create, set up and develop CBASOs (Community Based AIDS Service Organisation) into independent and strong units. The role of EuroCASO has been to formalise and activate a network so that this happens even more efficiently. Recognizing that the informal channels of exchange and our activities so far have not been good enough or sufficient, the idea is to set up a design which provides an opportunity for CBASOs to form more committed and stable exchange relationships with one another. When eagering for the Twinning Project we also have the East- West and North-South perspectives in mind when it comes to Europe, and realising the North-South perspective when we think globally. Who can participate ? All members of EuroCASO can participate. Any Community Based AIDS Service Organisation in Europe who shares the philosophy of EuroCASO and has signed the EuroCASO Charter is considered a member. How participate ? A: Identify needs and offers. ASO must formulate the reason for wanting to twin. Specific needs, requesis or requirements the ASO has, and the qualities or ressources it has to offer, must be identified. It is a fill in form for this. B:Assistance in planning. Once a potential twinning partner is found, the ASO will be assisted by a third party (an EuroCASO Officer) in negotiating the details about a concrete twinning project. C: Project Contract. A written contract will be signed by two twinning partners and EuroCASO containing purpose of the project, full programme, budget, financial plan and time frame. D:Exchange programmes. EuroCASO believes in two way exchange programmes. Not that one ASO is the donor and the other the receiver. E:Mutual visits. Each ASO pays mutual visits and stays 10-14 days in each other home during the visit. F:Financing a project. EuroCASO hopes to raise funds for part of such projects. It also our hope that ASOs themselves contribute from own sources. G:Report and evaluation. A full report must be made to EuroCASO after the complation of the twinning project by both parties, assisted by the Development Officer. H:Continuing. The twinning partners may of course continue their relationship after the formal project is over. Pilot project We have started in 1993 with three pilot projects. - OSLO (Gay Health Board) and PRAG (Gay Group) - COPENHAGEN (Self Help Group) and SOFIA (Bulgarian Gay Organisation) - AMSTERDAM (Bodypositiv Group) and ISTANBUL (AIDS Prevention Programme) The evaluation of these three projects will be done during this year.
