In an apparent effort to fall into line behind the regime in
Nicaragua, Costa Rica's minister of Public Safety, Lic. Luis Fisheman,
has declared his determination to rid the Costa Rican Police force of
homosexuals. Mr. fishman has also stated his opposition to civil
rights protection of announced homosexuals despite legal safeguards
set forth in Articule #33 of the country's constitution concerned
