This decision was made because the Portland chapter had come out of compliance with its chapter charter by 1. Diluting the voting rights of International members within the chapter and 2. Failing to limit board membership and voting to International members. Despite open dialogue and negotiations, and the use of a mediator, over many months, the Portland chapter did not come in to compliance with its charter within the timeline set by the EC, and , and as a result, the Executive Council of NLA:International has voted to rescind the Portland chapter. This action was taken on December 1, 1998. We regret that an impass was reached and that the chapter decided not to comply to its charter and we regret that this action had to be taken. We are hopeful however that the local Portland community will seek to re-focus it's energies and perhaps apply for a new chapter charter in the future.
