I know that the 1993 county initiatives were "milder" than Measure 9.
But can the above comparison be interpreted in any favorable way?
Maybe it is still amazing that around 35% voted no.  In rural areas,
at least in some nonsouthern places, I would not have expected
as much support for us against this "mild" measure.
