House Resolution 1045 by House Majority Leader Rep. Lloyd Benson, D-Frederick, opposes homosexuality being taught in schools and allowing homosexuals to adopt children. The resolution's proponents argue that homosexuality "detracts from traditional family values." Resolutions, unlike bills, are only positions and do not have the force of law. The new House session began Monday Feb. 5, and Mike Ray, House director of media services, said it is most likely the resolution will be passed. "It will pass overwhelmingly, if not unanimously," Ray said. HR 1045 states: * homosexuality, lesbianism and bisexuality should not be taught as anatural lifestyle in public schools; * persons who are homosexuals, lesbians or bisexuals should not bepermitted to adopt or provide foster care to children, and * persons who are homosexuals, lesbians or bisexuals should not beentitled to any special status under the law.
