AGREEMENT FOR MAINTENANCE OF AN ARMY RESERVE OFFICERS' TRAINING CORPS UNIT The parties hereto agree to the continuance of a unit in the senior division of the Army Reserve Officers' Training Corps (ROTC) at Princeton University under the provisions of section 2102, Title 10, United States Code, as follows: 1. The Secretary of the Army agrees as follows: a. To maintain a senior division unit of the Army ROTC at the above named institution. b. To assign such military personnel as he may deem necessary for the proper administration and conduct of the Army ROTC program at this institution and to pay the statutory compensation to such personnel from Department of the Army appropriations. c. To provide for use in the Army ROTC program such available government property as may be authorized by law and applicable tables of allowances, and to pay at the expense of the government costs of transportation, drayage, packing, crating, handling, and normal main- tenance of such property, exclusive of costs including utilities, involved in the storage of such property at the institution. d. To pay at the expense of the government, subject to law and regulations, subsistence allowances at a prescribed rate to enrolled members in advanced Army ROTC and to participants in the ROTC Financial Assistance Program. e. To issue at the expense of the government, uniform clothing for enrolled members of the Army ROTC, except that commutation, at the prescribed rate (s), may be paid in lieu of procurement, receipt, storage, maintenance, and issue of government uniform clothing. f. In providing financial assistance to specially selected members under the provisions of Section 2107 of Title 10, United States Code, to arrange accounting procedures with the appropriate fiscal officers of the institution. 2. The governing authorities of Princeton University agree as follows: a. To maintain an Army ROTC program as an integral element of the institution and to adopt as part of the institution's curriculum a two and a four-year course of military instruction prescribed and conducted as agreed upon by Princeton University and the Secretary of the Army. b. To make available to the Army ROTC program the necessary classrooms, administrative offices, office equipment, storage space, and other required facilities in a fair and equitable manner in comparison with other programs and departments of the institution. c. To arrange for the scheduling of classes within the Army ROTC curriculum to make it as convenient for students to participate in Army ROTC courses as in other institutional courses. d. To confer with the senior commissioned officer assigned to the Army ROTC program concerning any proposed actions which would affect the Army ROTC program. 3. It is mutually understood and agreed as follows: a. That this agreement shall become effective upon signature by the authorized representatives for the governing authorities of Princeton University and for the Secretary of the Army. b. That this agreement may be terminated upon giving one academic year's notice of such intent by either party hereto. c. That no officer shall be assigned to the Army ROTC program without prior approval of the authorities of this institution, and no Army officer will be continued on duty after the authorities have requested his relief for cause. d. That the Secretary of the Army shall have the right at any time to relieve from duty any officer, warrant officer, or enlisted man of the Army assigned to the institution. e. That academic credit applicable toward graduation will be given for successful completion of those academic courses taught by the institution which are part of the Army ROTC curriculum; and that academic credit for military professional subjects will be judged by the institution under the same procedure and criteria as for other institutional courses. f. The institution will confer the title, Director of Army Officer Education Program, on the senior Army officer assigned to the Army ROTC detachment, indicating a rank equivalent to the senior academic rank of professor, including the prerogatives and privileges associated with the position of a professor or director as head of a department or program at the institution. g. That accountability for all military property will be with the Army, that the adequacy of the storage and issue facilities provided by the institution will be determined by the appropriate Army commander in consultation with the institution, and that the institution will be liable if these facilities are inadequate. h. That no ROTC unit of any type will be established or maintained at an educational institution which discriminates with respect to ad- mission or subsequent treatment of students on the basis of race, color, or national origin. Any institution so discriminating which now has an ROTC unit shall be notified that commencing with the next school year no new inputs will be made and the unit will be disestablished as the remaining classes complete the program. (l) By executing this agreement the officials affirm that this (parent) institution (and satellite institution(s)) is (are) operated under non- discriminatory principles of race, color, or national origin. (2) Execution of this agreement is given for the purpose of maintain- ing an Army ROTC unit at this institution, which involves the expenditure of federal funds. i. It is mutually agreed that the attached "Memorandum of Understanding" becomes a part of this agreement. 4. Army ROTC personnel assigned to Princeton University are afforded the basic benefits extended to all members of the staff and faculty of the University: University identification cards, parking privileges, library privileges, athletic tickets, use of athletic facilities, and membership in the University co-operative store. 2. Army officers are eligible for university rental housing: allocation of university housing will be made with due regard for the rank of the officers involved, subject only to the availability of suitable housing. 3. The Commanding Officer of the Army ROTC unit is given the title "Director of the Army Officer Education Program." The title indicates a senior rank equivalent to the senior academic rank of professor. Like all directors of university programs, departments and services, the Director of the Army Officer Education Program will have access to the senior deans of the university and to the President. The Director of the Army Officer Education Program will be eligible to serve as a full voting member on the Faculty Committee on Undergraduate Life (the faculty committee appointed to exercise direct oversight of the ROTC programs). Whenever the Faculty Committee on Undergraduate Life reports to the faculty as a whole on any matter, including specifically ROTC, all members of the Committee are eligible to participate fully in the general faculty discussion, although the Rules and Procedures of the Faculty limit voting privileges in monthly faculty meetings to persons on regular faculty appointment. In addition, the Director of the Army Officer Education Program may attend the monthly faculty meetings as a representative of Army ROTC. 4. Army ROTC courses are listed in the Undergraduate Announcement (official catalog) and the Army ROTC courses taken by a student will be a part of his official transcript together with grades earned.
