The May 7, 1992, issue of Federal Times has a three-page long, front page article entitled Being Gay in Government, by Daniel J. Roy. The article paints a rosy picture of the environment surrounding gay and lesbian federal employees (bisexuals are never mentioned), but also discusses some of the difficulties due to the lack of anti-discrimination and anti-harassment policies. The article discusses security clearances (saying little more than the current thread here, but including a short interview with Frank Kameny), and emerging gay and lesbian employee associations around the country, including the supportive environment at the Bonneville Power Administration in Portland, OR, in particular.
