ICA NAMES NEW EXECUTIVE DIRECTOR

Daily campaign work will be done by volunteer

Bill Proctor, an active Idaho Citizens Alliance volunteer,
is taking over day-to-day campaign duties from chairman
Kelly Walton.

Walton continues as the ICA's chief strategist and
organizer in its battle to pass Propostion 1.  The November
ballot initiative would ban the state from extending civil
rights protections to gays and lesbians.

Walton said he is decreasing his presence to focus on
his family's Heyburn (Idaho) construction firm.

Proctor, a Boise painting contractor, will work unpaid as
executive director.  He said Walton needed help to manage
work now that the initiative is on the Nov. 8 ballot.

"We have 3,200 volunteers now, and up to 65,000 people
signed on and gotten involved with us," Proctor said.  "We're
going to coalition build, in the business community to
start with.  Then we're going from there to farmers and
ranchers."

His plans include touring the state, as the ICA did during
signature-gathering work.

Proctor, 45, is single and a native Idahoan.

John Slack, state communications director, will handle
most of the ICA's media relations.  He has served as
the group's spokesman when Walton was unavailable.

Slack, a Boise State University communications student,
will receive a lump sum of $2,500.

He said that although Walton took a lot of public heat
from those opposed to the ICA, he doesn't think that's
why Walton is reducing his presence.

Slack is 35.  He and his wife Terri, have four children from
ages 3 to 6.

These two "locals" may be used to try to address the
"out of state" impression of the Idaho (Oregon/United
States) Citizens Alliance.

Walton has made some incredible blunders .... such
as calling gubernatorial candidate Larry EchoHawk,
a Native American, "Harry EchoSquawk" and by defending
the hate-filled "ICA debate manual" that said lesbians
and gays like to be beat up by homophobes.

We will have to watch what this means?  Another thing
is that Walton is 200 miles east of Boise in a farming
community and the two new leaders live in Boise.
