The Legislature is full of mischievous bills to limit the independence of the judiciary. Most of these will die a merciful death by Feb. 20, but of course their language can be resurrected in surviving bills on the same subject. Perhaps the worst is Senator Whitney Anderson's: give the legislature the power, even when it is between sessions, to over-ride any decision of Hawaii's Supreme Court. Senator Anderson is a Republican representing Kailua and Waimanalo. The most serious attack on the judiciary comes from Gov. Ben Cayetano. He's had introduced a constitutional amendment to empower the legislature to CUT the salaries of judges. The U.S. Constitution has a specific provision that bans Congress from doing this. The reason is simple: so that Congress can't punish the judges (at least directly) for making unpopular decisions. Mark Breda has urgently requested that I forward the following concert announcement; it has been incorrectly pubicized in four newspapers so far!!!! Tom Ramsey P.S. Please call the MPH office at 942-3737 and let Lori know that yes, you do want to volunteer to help educate the people of Hawaii about civil rights. CONCERT!!!!!!!!!!
