Washington, DC May 5 - Today Mayor Sharon Pratt Kelly signed bill 10-30 which would decriminalize private, consensual, adult sodomy in the District of Columbia. Yesterday the D.C. Counsel voted unanimously in favor of the Criminal Code Right to Privacy Amendment Act of 1993. "I am pleased to be able to sign this bill as I believe the government should not play the role of 'peeping tom' by placing itself in the private bedrooms of consenting adults. Since the 1970's, I've been on record for the repeal of the sodomy statute as I have always believed it represented [a] discriminatory, archaic view," said Mayor Kelly. The legislation must under go a 60 legislative day review period in Congress before it can become law. Opponents of the change in law claim that sodomy is immoral, a pervasion of nature and against god's will. They have stated that they will fight this in Congress like nothing ever before. (It was quite ammusing to watch Rev. Lester James of the Tradition Values Coalition make these claims. To think, this ugly little man has never even had a blow job, or thinks that he will burn in hell for all eternity if he did...) The current law makes oral sex between two adults a felony punishable by up to 10 years in prison and a $1000 fine. It was enacted in 1948 during the McCarthy era. Similiar legislation was passed by the D.C. Council in 1981 and signed by the Mayor, but Congress struck it down. Since that time, several changes have occured. Now both houses are Democratically controlled, both houses are now required to pass special legislation needed to strike down D.C. Government actions. Such legislation would be facing a veto from President Clinton. D.C. now has a proactive Delegate in Congress. Sodomy laws have been repealed in 26 states since 1961, and are "probably uneforceable" in three others according to the ACLU. Those 29 states make up 66.4% of the population of the United States.
