Subject: Did Catholic Charities use Ryan White money for anti-wrinkle treatments?

August 11, 2000

Honorable Tom Coburn, MD
US House of Representatives
429 Cannon House Office Building
Washington, DC 20515

Dear Dr. Coburn:

The director of the San Francisco Catholic Charities resigned from his
position yesterday and questions must be raised about what this organization
has done with the $1,553,031 it received in FY 2000-2001 through the Ryan
White CARE Act.

As you may know, Catholic Charities is one of the top three AIDS service
organizations in the areas for delivery of housing and medical subsidies, and
social services for people living with HIV and AIDS.

My chief concerns today are as follows.

1.
Was any Ryan White CARE Act money used for the director's lavish five-star
meals?

2.
Can Catholic Charities show conclusively that no Ryan White CARE Act money
was used for the director's cosmetic surgery, including anti-wrinkle
treatments?

3.
When was the last time the Health Services and Resources Administration's
administration of Ryan White CARE Act funds to Catholic Charities was audited?

I would appreciate your office formally requesting answers to my questions
from both Catholic Charities and HRSA. I look forward to a prompt reply from
you. Thanks.

Sincerely,
Michael Petrelis

San Francisco -- Frank Hudson resigned as the chief executive officer of
Catholic Charities of San Francisco yesterday after the charity's board
condemned his ``lavish and extravagant'' spending on restaurant meals and
cosmetic surgery.
