CLINTON'S EXECUTIVE ORDER ON HOMOSEXUALS 'A MORAL SLAP IN THE FACE' WASHINGTON, Aug. 4, 1995 -- "The Clinton Administration is clearly trying to tell the American people that homosexuals are no different from heterosexuals and that their lifestyle is no different from that of the average family man or woman," Family Research Council Policy Analyst Robert Maginnis said on Friday. He made his statements as the Clinton Administration prepared to announce in a news conference the signing of an executive order on homosexuality. The executive order entitled "Access to Classified Information," bars the federal government from denying security clearances to homosexuals. Maginnis, a retired lieutenant colonel who was a member of the President's 1993 task force on homosexuality, noted that this decision has been in the making for two years and relies on discredited studies. "The Clintons have not only tried to lift the ban on gays in the military, but they have tried to redefine the family to include 'people of affinity,' which is code for homosexuals. They have promoted homosexuality in federal training such as AIDS awareness programs. They have reissued EEO statements to include a protective class 'sexual orientation.' This is a moral slap in the face to the traditional family. The reason why homosexuality has raised a red flag in security clearances is because in all healthy societies, homosexuality is recognized as a pathology with very serious implications for a person's behavior. And even more importantly for security concerns, this is a behavior that is associated with a lot of anti-security markers such as drug/alcohol abuse, promiscuity, and violence." During the first two years of the Clinton Administration, most federal agencies have amended their equal employment opportunity and civil rights policies to include the term "sexual orientation." Last year, Office of Federal Personnel Management Director James King announced the formal recognition of the Gay, Lesbian and Bisexual Employees (GLOBE) as a professional association. This recognition bestows on GLOBE the same privileges extended to other associations. For example, GLOBE can now use government facilities, communications systems, bulletin boards, and have official representation at personnel meetings. In 1993, Attorney General Janet Reno declared that the Department of Justice will not discriminate on the basis of sexual orientation when conducting security clearances. The FBI lifted its ban on homosexual agents in 1994. "Federal government recognition of homosexuals is taking place without legislative action. Indeed, there are no laws requiring these changes, and little chance that such laws could be passed. Homosexuals are being awarded a special class status based solely on behavior, not on a benign characteristic like race or gender," said Maginnis. The 1991 study from the Defense Personnel Security Research and Education Center (PERSEREC), an agency of the Department of Defense, is entitled "Nonconforming Sexual Orientations in the Military and Society." It was leaked to Congress in 1988 and published in 1990 as part of Gays in Uniform, a pro-homosexual book from Alyson Publications in Boston. Alyson also publishes the controversial elementary school textbooks "Heather Has Two Mommies" and "Daddy's Roommate," as well as "Macho Sluts," which includes a story about a lesbian who seduces her own daughter into sadomasochistic sex. In 1992, the Washington Post labeled the PERSEREC study as proof that gays do not constitute a security risk. "The Defense Department's own internal studies largely have erased the notion that gays in uniform constitute a security risk." In 1995, a General Accounting Office report on security clearance uses as evidence the PERSEREC report to indicate that there are no security risks associated with homosexuality. The study has had enormous impact. But just a cursory look reveals some striking weaknesses and biases. The study: relies on the discredited work of sex study pioneer Alfred C. Kinsey, whose studies became the source of the now-dead 10 percent estimate for homosexuality. includes numerous citations from a single historian: Vern Bullough, a Kinsey disciple and a member of the editorial board of the Dutch pro-pedophile journal, "Paidika: The Journal of Paedophilia," which advocates sex between men and boys. is openly hostile toward traditional sexual mores, and pejorative references to biblical Judaism and Christianity as "superstition." makes bold, polemical statements that defy a wealth of contrary scientific evidence. Example: "Homosexuals are like heterosexuals in being selective in their choice of partners, in observing rules of privacy, in considering appropriateness of time and place, in connecting sexuality with the tender sentiments, and so on." ignores the Bell and Weinberg study's finding that a significant number of homosexuals report that "someone has threatened them with exposure of homosexuality in order to get something of value." makes frequent citations from pro-homosexual, value-laden sources, such as feminist law professor Sylvia A. Law of New York University, who misrepresents religious beliefs and biblical references. "The President's Executive Order was anticipated. He has been hell-bent on advancing homosexual interests starting with his early decision on gays in the military. Each federal department has promoted homosexuality as a special and protected class either through AIDS awareness training, changing internal policies, promoting homosexual advocacy groups and activities," Maginnis said.
