Johnnie Phelps Dinner to be held November 12, 1994 in Portland, Oregon. The Governor, recipient of this year's Sgt. Johnnie Phelps Medal, is being recognized for her unswerving devotion to the cause of personal liberty. As governor and commander-in-chief of the Oregon National Guard, Barbara Roberts is an exemplar of fairness and an active proponent of diversity in Oregon. COURAGE, HONOR & LOYALTY is the theme of this year's dinner.
