Before being adopted the Smith amendment was amended by a similar protecting Helms, R-N.C. amendment (See vote 244) and by two Kennedy, D-Mass., amendments. The first Kennedy amendment would prohibit money in the bill from being spent to promote or encourage sexual activity (See vote 246), and the second amendment, adopted by voice vote, would prohibit money in the bill from being used to distribute condoms in public schools unless the programs met certain local control criteria.
