Pete Wilson, Governor The State Capitol Sacramento, CA 95814 Dear Governor Wilson: I strongly urge you to sign S.B. 248 (Hayden) which is now or soon will be on your desk for signature. This bill would add people who are being treated for a life-threatening illness, or who have a compromised immune system, to the list of people who qualify to obtain minimum rates for gas or electric energy. Since this bill requires medical certification by a physician, surgeon or osteopath, it will affect only a limited number of customers. But, for these few people, it may avoid the necessity of their being hospitalized because they can't afford adequate food, clothing or heat for their homes. S.B. 248 has a diverse range of supporters including San Diego Gas and Electric Co., Pacific Gas and Electric Co., the California Medical Association and the American Cancer Society. Thus it is not controversial, nor is it likely to have any fiscal impact on the State. Again, I strongly urge you to Sign S.B. 248. Very truly yours,
