HRCF supported the amendment. 2 PROHIBITION OF THE IMMIGRATION OF HIV+ INDIVIDUALS - 2/18/93 Vote on Senator Don Nickles' (R-OK) amendment to codify the Department of Health and Human Services' prohibition of the permanent immigration of HIV+ individuals. The amendment passed by a vote of 76-23: R 42-1, D 34-22. HRCF opposed this amendment. 3 NATIONAL INSTITUTES OF HEALTH REAUTHORIZATION - 2/18/93 Vote for final passage of the bill authorizing $5.5 billion for health research including large increases in funds for breast cancer and HIV/AIDS research and including funding for a new office of AIDS research to coordinate national efforts to find a cure for AIDS. HRCF lobbied for increased research dollars. The bill passed by a vote of 93-4: R 37-4, D 56-0. HRCF supported the bill. 4 CONFIRMATION OF THE NOMINATION OF ROBERTA ACHTENBERG - 5/24/93 Vote to confirm the nomination of Roberta Achtenberg as Assistant Secretary for Fair Housing and Equal Opportunity at the Department of Housing and Urban Development. Achtenberg became the first openly lesbian or gay nominee to be confirmed by the Senate. She was confirmed by a vote of 58-31: R 13-26, D 45-5. HRCF supported her confirmation. 5 DISTRICT OF COLUMBIA'S DOMESTIC PARTNERS ORDINANCE - 7/27/93 Vote to allow the District of Columbia to implement its ordinance by removing the prohibition attached by the House. The ordinance allows unmarried couples or partners to register with the D.C. government making them eligible for group health insurance offered to D.C. employees for a higher premium. The amendment was rejected by a vote of 43-55: R 8-36, D 35-19. HRCF supported this amendment. 6 CONFIRMATION OF THE NOMINATION OF JOYCELYN ELDERS - 9/7/93 Vote on the confirmation of Dr. Joycelyn Elders to be U.S. Surgeon General. Elders was attacked for her strong support of abortion rights and aggressive AIDS education and prevention efforts. She was confirmed by a vote of 65-34: R 13-30, D 52-4. HRCF supported her confirmation. 7 CODIFICATION OF THE BAN ON GAYS AND LESBIANS IN THE MILITARY - 9/9/93 Vote on Senator Barbara Boxer's (D-CA) amendment to prevent codification of the discriminatory "Don't Ask, Don't Tell" policy on lesbians and gays in the military. The amendment was rejected by a vote of 33-63: R 3-38, D 30-25. HRCF supported this amendment. 8 HATE CRIMES SENTENCING ENHANCEMENT ACT - 11/4/93 Vote on Senator Dianne Feinstein's (D-CA) amendment to increase penalties for federal crimes motivated by the victim's sexual orientation and other characteristics. This amendment was the first piece of federal legislation to provide protection on the basis of sexual orientation. It passed by a vote of 95-4: R 41-3, D 54-1. HRCF supported the amendment. 9 FREEDOM OF ACCESS TO ABORTION CLINICS - 11/16/93 Passage of the bill to establish federal criminal and civil penalties for persons who use force, the threat of force, or physical obstruction to block access to abortion clinics. The legislation passed by a vote of 69-30: R 18-26, D 51-4. HRCF supported this legislation.
