As we reported last week, a lower court order to reinstate openly- gay former Naval Academy midshipman Joseph Steffan was reversed by a District Of Columbia-area Appeals Court on November 22nd. However, six days later, the Clinton Administration announced that it would not appeal a San Francisco-area Appeals Court ruling which supported the reinstatement of gay Navy petty officer Keith Meinhold, and on December 1st, a 3-member Navy Administrative Board Of Inquiry unanimously recommended that Lieutenant-Commander Zoe Dunning remain in the service, even though she apparently violated the Clinton "Don't Ask, Don't Tell" policy by publicly declaring that she is a lesbian.
