BUSH uses his State of the Union address to renew his administration's support of a constitutional amendment to prohibit marriage equality (includes a brief excerpt from that speech), while individual state legislatures work on similar measures, with passage in both the Kansas and South Dakota state Houses, but a defeat in the Idaho state Senate, of constitutional amendments to define marriage as exclusively heterosexual; in a case brought against New York City for refusing to issue marriage licenses to same gender couples, a trial court is the first in that state to declare that denial a violation of both the New York state and U.S. Constitutions -- but the ruling is certain to be appealed; an 80% vote of the U.S. House of Representatives urges a Bush Administration appeal to the U.S. Supreme Court of a federal appeals court ruling that struck down the Solomon Amendment, which had allowed the denial of federal funding to universities that barred military recruiters from campuses; Portugal's Social Democratic Party Prime Minister Pedro Santana Lopes makes his opposition to marriage equality an issue during a televised debate with Socialist Party opponent Jose Socrates, who declined to take a position saying there is not yet "a consensus in society" on the matter there; and the Netherlands unveils a draft bill to require prospective foreign immigrants to be tested on their understanding of the culture there, including such questions as "Can two men marry?"
