December 20 that granting same-gender couples the same rights and protections 
given to heterosexual married couples under the Common Benefits Clause of the 
state constitution is a matter of "common humanity", and orders the 
legislature to equalize the situation by either adding gay & lesbian couples 
to existing marriage laws or creating a separate but equal domestic 
partnership system;  meanwhile, efforts to ban recognition of legal 
same-gender unions performed in another state are in progress in New 
Hampshire, California, Colorado and Nevada;  Texas' Attorney General rules 
that county clerks in the state may not file affidavits of domestic 
partnerships, seemingly revoking an existing partners registry for employees 
of the City of Austin;  the Washington Federation of State Employees files a 
legal claim demanding spousal health coverage for the same-gender partners of 
the state's gay and lesbian workers;  New Zealand's new Government plans to 
modify the country's relationship laws to include same-gender couples;  a gay 
Portuguese dad wins visitation rights in the European Court of Human Rights;  
Melbourne, Australia Roman Catholic Archibishop George Pell endorses 
U.S.-imported "cure" propadanda, while Melbourne's main representative for 
another purported "cure" group, Exodus International, severs its ties with 
them to focus more on helping the poor;  Britain's Christian Channel is hit 
with a 20,000-pound fine for an offensively homophobic ad that violated 4 
elements of the TV Advertising Code, while Tory MP Shaun Woodward joins the 
Labour party after being dumped as the Conservatives' spokesperson for London 
affairs following his effort to fashion a compromise position regarding 
Labour's push to repeal the notorious "no promo homo" Section 28;  and Jerry 
Falwell's National Liberty Journal outing of Teletubby Tinky Winky rates as

SEGMENT #2 -  Billboard for "Will & Grace" anti-22 TV spot report + Brad 
Gooch interview [:20]  +  By finding that gay and lesbian partners are 
entitled to the same benefits and protections as married couples under its 
state constitution, Vermont's highest court has added fuel to the fire 
smoldering in several states to block recognition of same-gender marriages 
that may be performed in another state.  Just such a measure -- Proposition 
22, known as the Knight Initiative for its sponsor, state legislator Pete 
Knight -- will appear on the California ballot in March.  As AARON GLANTZ 
reports, campaigners in the Golden State are keeping a close eye on 
developments in Vermont (with comments by MARK WASHBURN of the right-wing 
Capitol Resource Institute, gay retiree JOE COOPER in San Francisco, BARRIE 
SHAMEZ (sp?) of the Vermont Freedom To Marry Task Force, and MARY BONAUTO of 
the Boston-based Gay & Lesbian Advocates and Defenders and co-counsel for the
