Campbell, Kentucky, the Pentagon has issued a new set of guidelines designed to clarify the Clinton administration's "Don't Ask, Don't Tell" policy on gays and lesbians in the military. The investigation into Winchell's murder has revealed that the victim was perceived as gay by his fellow soldiers and harassed on an almost daily basis for over 4 months, and that at least two of his superiors asked about his sexuality in flagrant violation of the policy. "Don't Ask, Don't Tell" was adopted 5 years ago to halt harassment of gays and lesbians in the armed services, but critics of the policy charge that harassment and discharges have increased.
