The licenses were issued by Clela Rorex, Boulder County Clerk who had determined that the marriage license provisions of the state were vague and did not mention gender. Before issuing the licenses Ms Rorex consulted the county's Assistant District Attorney, William C. Wise, who gave her a favorable opinion. Ms Rorex stated at the time; >> I don't profess to be knowledgeable about homosexuality or even understand it, but it is not my business why people get married. No minority should be discriminated against. << All couples were married after obtaining their licenses, though some of them did not remain together very long. The marriages were halted when on April 25th 1975 the Colorado Attorney General J.D. Macfarlane issued an informal opinion at the request of the Speaker of the Colorado House of Representatives, Ruben Valdez. Macfarlane stated that county clerks should not issue marriage licenses to persons of the same sex because state law does not recognize such marriages. Point of clarification: Sullivan did not marry Howerton. Anthony (Tony) Sullivan married Richard Adams. Howerton was the Government Defendant in one of the court cases that grew out of the Adams/Sullivan marriage. Re: the cowboy and his horse. The horse, a mare, was eight years old and therefore under age.
