The upper house of parliament voted late on Monday to reject the Local Government Bill, which would have scrapped a clause introduced by Margaret Thatcher's Conservative government that forbids local authorities to ``promote homosexuality.'' Mr Blair and Deputy Prime Minister John Prescott agreed to drop the controversial change in the Local Government Bill, accepting that otherwise the entire measure, a key element in the Government's programme, could be lost.
