Menino announced yesterday. Under the Safe Schools Project, the city's high schools will receive staff and financial support to ensure gay, lesbian, bisexual and transgendered students attend schools free of harassment. It was, we must suppose, a verb cunningly chosen by those who drafted Section 28 of the Local Government Act of 1988, men with a way with words who knew that to every objector they could say: "Aha! Do you not know the meaning of promote? It does not mean explain, give the facts and acquit of guilt. Dr Johnson long ago listed it as to advance, to elevate and to exalt, and in the grandest of Oxford Dictionaries now it means all these and more ­ to further the growth, development, progress or establishment of ... to encourage, promulgate, incite, prompt and move to ­ and if you insert the noun homosexuality after each of these verbs, you will see that your opposition to the clause is quite untenable."
