Fears were growing among members of the Scottish Executive that it would be unable to push through the legislation in its current form. David McLetchie, the Scottish Tory leader, said he had never received so much correspondence on one issue, with the overwhelming majority against the repeal of Clause 28. The consultation period ended yesterday and Wendy Alexander, minister for communities, now faces a difficult juggling act.
