WICKHAM, Sunday News Staff If the Manchester School Board decides to ban the Gay/Straight Alliance at West High School, it had better be ready to throw out the school's Bible prayer group, the chess club - and maybe even the football team - as well. That's because the federal Equal Access Act, passed in 1984, says public high schools that receive federal funding cannot limit which "noncurriculum-related" student groups they will allow, based on religious, political or philosophical considerations. If they allow one, they have to allow them all, according to the chairman of the board of the New Hampshire Civil Liberties Union. Board members were divided over the issue, with several voting in favor of it admitting they did so because they didn't want to drag the school district into an expensive legal battle it would clearly lose.
