Pleae distribute widely. Don't Ask, Don't Tell, but Be Sure to Register for Selective Service Registration with the United States Selective Service is required of all male citizens and permanent residents within 30 days of turning eighteen, even if you are certain you would be ineligible to serve in the armed forces. Failure to register with the Selective Service before the age of twenty-six will result in a permanent loss of eligibility for all federal Title IV education financial aid including Pell Grants, federal campus based aid programs, and the federal student loan program. Federal financial aid accounts for over 90% of the money available for education beyond high school, both for college and vocational training. When you apply for federal financial aid, your social security number is matched against the Selective Service database. If you are under the age of twenty-six, you may register at the time you apply by checking the appropriate box on the federal application form. If you are not registered, a flag will be placed on your record and the financial aid office at the school you are attending will be required to verify your registration with the Selective Service. If the school determines that you "willingly and knowingly" failed to register, by law, you may not be awarded federal financial aid. If you are over the age of twenty-six, it is no longer possible to register and the loss of eligibility will be permanent. As the average age of first time college students is increasing, financial aid offices across the country are reporting a rise in students who are ineligible to participate in federal financial aid programs because of failure to register with the Selective Service. Some common reasons for failing to register include: physical disability, prior enlistment in the armed forces, immigration during the late teens or early twenties, and coming out in the late teens. Ability to serve is not an issue when registering for the Selective Service. The final decision on determining eligibility for aid based on Selective Service registration currently rests with the financial aid office at the school. While many financial aid professional organizations have lesbian/gay issues groups who are working to educate the profession about the particular needs of out students, the ultimate decision concerning eligibility of unregistered men rests with an individual in the school's financial aid office. For more information, contact the Selective Service Information Hotline at 703-605-4100 or visit the Selective Service web site at www.sss.gov. Don't jeopardize your eligibility for financial aid. Remember to register with the Selective Service when you turn eighteen. Question and Answer Who is required to register? All male U.S. citizens and permanent residents are required to register when they turn eighteen. Who is a "Permanent Resident?" Permanent residents include all foreign nationals who are present in the U.S. by any means other than a non-immigrant visa. This includes undocumented immigrants. How do I register? You may register at any post office by completing a prepaid postcard. The form takes less than a minute to complete. Registration is also available on the World Wide Web at: www.sss.gov. Will I be asked if I'm gay when I register? No. The only information collected on the selective service registration is your name, address, social security number, and signature. Any determination of eligibility to serve would be made at the time you were called up. Could I be called up to serve now? No. Currently, Selective Service is only charged with maintaining a database of persons potentially eligible for conscription. The U.S. armed forces have been all volunteer since July 1, 1973. Reactivating the draft would require an act of congress. I object to all forms of military activity. Is there an exemption available on moral grounds? No. You may indicate on your registration form that you are a Conscientious Objector; however, you are required by law to register. Conscientious objectors are eligible for alternate (non-combat) forms of service during a period of conscription. I've already served in a branch of the armed forces. Am I exempt? No. If you left service prior to your 26th birthday, you are required to register. I became a permanent resident or citizen after my 18th birthday. Am I exempt? No. If you became a permanent resident or citizen before your 26th birthday, you are required to register. I have a physical disability which precludes serving in any capacity. Am I exempt? No. All males are required to register within 30 days of their 18th birthday. I have legally changed my gender from female to male. Am I exempt? No. If you have legally changed your gender prior to your 26th birthday, you are required to register. I have legally changed my gender from male to female. Am I exempt? Only if your status change occurred prior to your 18th birthday. Any person legally considered to be male at any time between the ages of eighteen and twenty-six is required to register. I am over 26 and I have failed to register. What are my options? You may not register if you are over the age of 26. If you intend to apply for federal financial aid, you should be prepared to document to your school's financial aid office that you did not knowingly and willingly fail to register. I am over 26 and did not register because I knew gays were not eligible to serve. How should I approach the financial aid office? Speak to a financial aid counselor at the school you plan to attend about your situation. If you perceive anti-gay bias or a lack of understanding, call back and speak to another counselor or ask to speak with the director of financial aid. ============================================================================= Jean Richter -- richter@eecs.berkeley.edu The P.E.R.S.O.N.
