The 2nd annual Lobby Day for Lesbian, Gay, Bisexual, Transgender, Questioning and Concerned Straight Youth will begin with a public rally on the Capitol steps at noon. Lobby visits to legislators will give youth a chance to share their life experiences and explain the need for legislation to protect them from discrimination. After the rally, the participants will make lobbying visits, and attend caucuses and workshops on many issues, including same-gender marriage, domestic partnership, anti-discrimination laws and HIV/AIDS issues. The day will culminate with a party for participants at the Crest Theater. Volunteers and donations are still needed for the event. For those wishing to help, call Ellen McCormick at 916/444-0424. District Debate: L.A. School Trustees, Parents Bash Domestic Partner Plan Openly gay Los Angeles Board of Education President Jeff Horton spent early December weathering attacks from conservative groups and fellow board members over a proposal to extend health, dental and vision insurance to the domestic partners of city employees. The plan, which would apply to gay and nongay couples, did not originate with Horton. The board-appointed Health and Welfare Committee spent a year putting it together. It has also been endorsed by most of the district's major unions. But such broad support among district employees did not stop some board members from pontificating about "sodomites" or from lamenting that the district already has too many "homosexual programs." Those remarks came during a brief public hearing on the plan on Dec. 2. At that hearing, Horton defended the sanctity of same-gender relationships, particularly his own 14-year partnership that culminated recently in the adoption of a son. "I resent the implication that there is anything frivolous about [my relationship]," Horton told his fellow board members. But the controversy continued to grow and at the board's Dec. 9 meeting, a vote on the proposal was delayed. That decision came after a public hearing in which several religious groups spoke against the proposal, as well as such groups as Parents and Students of the San Fernando Valley, which has opposed condom distribution programs at the district. No date was set for reconsideration of the matter.
