We am looking for a university in the midwest, preferably Kansas/Missouri/Iowa/Nebraska to house some fairly well-organized boxes of papers. These papers document the organizing efforts over two years one of our colleagues, who has since died, conducted in those states regarding inclusion of LGBT information in k-12 public school curricula. These papers would be well suited to LGBT studies, history, education, and possibly other departmental interests. Any university wishing to pursue this further should contact me directly. The documents would be donated, of course, but the university would have to provide assurances that they would be housed in perpetuity, processed within two years, and situated in an environment which is accessible both to academic and nonacademic (public) researchers. The civil rights initiative will focus on amending the Pennsylvania Human Relations Act to include the category "sexual orientation," and will expand the scope of the Act to include **"EDUCATION"** joining employment, housing, and public accommodations. Wisconsin's civil rights act as amended in 1983 will serve as the primary model. Other civil rights statutes as adopted are, more often than not, unacceptable in their promotion of (1) underlying homophobic assumptions [e.g. the association of gay men with child molesters] and (2) explicit exclusions [e.g. domestic partnership, parental rights]. In addition, we will amend the Pennsylvania Fair Educational Opportunities Act, focused on postsecondary education, to include the category "sexual orientation." It is important to note that the Task Force's Pennsylvania Education Equity Project resulted in a 1993 amendment to Title 22, Chapter 5 which prohibits discrimination in educational programs on the basis of sexual orientation. This regulation affects grades K-12 only. A companion Equity policy, adopted by the Pennsylvania Board of Education in January 1993, affects elementary, secondary, and post-secondary education, and provides for multiracial-multicultural and non-sexist education. The policy reiterates the prohibition against discrimination in educational programs. [Copies of the regulation/policy are available on request.] The Lesbian and Gay Task Force has approached Senator Vincent Fumo [D-Philadelphia] and Senator Allyson Schwartz [D-Philadelphia] to explore their interest in cosponsorship of (1) the proposed legislation and (2) a Legislators' Briefing with the Task Force to share the findings of our Study of Discrimination and Violence Against Lesbian and Gay People in the City of Philadelphia and the Commonwealth of Pennsylvania in the fall. Lynch Case, 491 F. Supp. 381 (R.R.I. 1980) ruled that a male student had a right to bring a male date to high school in Rhode Island because his expression of speech was protected under the constitution's first amendment. Bringing a same sex date was an extension of the student's freedom of expression.A federal district court judge in Rhode Island ruled in this case. The judge also ruled that gay and lesbian students are entitled to the same benefits and access to student activities as other students.
