It is sponsored by Reps. JC Watts (R-OK) and James Talent (R-MO) and would set up a $200 million voucher system which could, according to Americans United for Separation of Church and State, grow to a set-aside of $5 billion within seven years, all this for unregulated private and sectarian schools.
