In 1990 Bryan Blumberg, a 31-year-old computer scientist at the MacNeal-Schwendler Corp. in Los Angeles, suggested that his firm amend its nondiscrimination policy to include HIV status and sexual orientation. Blumberg says that the head of the administration was ``afraid of bringing such an idea to top management. The chief financial officer and the president of the company are both very conservative, and I think he was afraid of presenting it because of nervousness or insecurity or whatever.'' After a year, Blumberg accused the head of administration of working in bad faith, and, he says, ``When I put it that way, he finally did something and wrote a short presentation to upper management--- and they signed it.''
