Its intention is to strengthen local capabilities to carry out effective HIV/AIDS prevention activities. Proposals will be accepted for one of two tracks. Proposals for track one must provide for the implementation of HIV/AIDS prevention services targeting young gay/bisexual men of color. Track two must provide for the implementation of HIV/AIDS prevention services targeting women at high risk of HIV infection. Any CBO applying under this program must have been certified by the Federal Internal Revenue Service as 501(c)(3). In both tracks, priority will be given to groups demonstrating strong community ties with specific experience in serving the target population. Proposals should reflect the applicants' awareness of their potential technical assistance (TA) needs and should suggest a strategy for obtaining the TA that will be required. Collaboration with any appropriate parties, local or national, is strongly encouraged; collaboration with any specific group or organization is not required, but applications proposing no collaboration will need to substantiate the self-sufficiency of the applicant organization. OTHER LIMITATIONS Ineligible applicants include: 1) Individuals and national organizations; 2) governmental organizations other than local health departments; 3) applicants who are seeking funding to continue an already existing, funded activity; 4) applicants proposing "pass-through" funding; and 5) organizations receiving funding from USCM as of January 1997 to conduct or to participate in an HIV prevention program. No proposals will be selected for funding unless it provides clear evidence of the participation of the target population in developing the proposal and conducting the proposed program. The two major components of the Program are a network of information exchange and technical assistance for localities on innovative and effective AIDS-related policies and programs. USCM has been providing funding for HIV/AIDS education since 1985. In early 1990, USCM initiated a grants program to provide risk reduction and service coordination to persons with HIV infection, their partners, and their families. Recently, USCM has administered the HIV Prevention and Needs Assessment Program and HIV Prevention Programs Targeting Gay and Bisexual Men of Color. In the future, USCM will continue to provide grants for local HIV prevention, although the focus and target audience of these programs may change yearly. ***************FUND INFORMATION*************** FUND TITLE HIV Prevention Program Development for Community Correctional Centers DESCRIPTION (FUND) The Illinois Department of Public Health, (IDPH) AIDS Activity Section, in collaboration with the Illinois Department of Corrections (IDOC), announces the availability of funds to develop HIV prevention programs in 11 community correctional centers (CCCs), more commonly known as work release centers. The awardee will collaborate with the IDPH and IDOC in developing and implementing a curriculum for this program, which includes the production of: 1) a teaching handbook for CCC staff; 2) a pre-session survey to measure residents' knowledge, attitude, and self-perceived risk of HIV; 3) course materials; 4) a multi-session course of study focusing on how self-esteem, relationships, family/peer pressure, and drug/alcohol use impact decision-making; and 5) an evaluation tool to measure the program's impact.
