In this matching grants program, the Robert Wood Johnson Foundation looks to local philanthropies (foundations, corporations, and other funding sources) to identify innovative, community-based projects for underserved and at risk populations. The Robert Wood Johnson Foundation established this program to help support innovative service projects that are consistent with the Foundation's goals of: 1) ensuring access to basic health care for all Americans; 2) improving the system of services for people with complex, chronic conditions; and 3) reducing the harm caused by alcohol, tobacco, and illegal drugs. The Foundation is particularly interested in community-based initiatives likely to remain in place after the grant period ends through creative financing strategies, communications and outreach efforts, and cost-effective approaches. Project proposals must show the following: 1) consistency with one or more of the Foundation's goals; 2) innovation at the community, county, regional, state, or national level; 3) clarity in the description of the intervention, the need, the target population, service goals, and measurable outcomes; 4) integration with existing services; 5) information on collaborations and community support; and 6) strategies for long-term funding and viability. Sponsoring grantmakers may be corporate or private foundations, local charitable organizations, religious groups, special fund-raising entities, or individual benefactors. To be eligible for funding, projects must provide community-based services new to that locale and innovative for the community, if not for the county, state, or nation. Program expansions for projects started within the last year to new regions or to new populations also are acceptable. Applicants may be public entities or non-profit organizations that are tax-exempt under Section 501(c)(3) of the Internal Revenue Code and not classified as a private foundation under Section 509(a). Grant funds may be used for staff salaries, project-related travel, supplies, a limited amount of equipment, and other direct expenses essential to the project. OTHER LIMITATIONS Grant funds may not be used for capital costs, including construction, renovation and most equipment purchases, for ongoing general operating expenses or existing deficits, or to substitute for funds currently supporting similar services. In the case of public sources, the funding must represent new dollars for the project and not be part of existing support. In-kind services and funds for capital costs can not be used to match Foundation funds. Since such services and funds are often necessary to complete a project's budget, applicants are encouraged to seek other sources of support for these elements.
