IBC is a one-on-one client service offering highly individualized, ongoing and intensive support to newly identified seropositive or high-risk seronegative individuals who have or who are likely to have difficulty initiating or sustaining behavioral changes. "Highly individualized" means that a client needs assessment or intake assessment is completed; "intensive and ongoing" refers to the counselor-client relationships at the heart of IBC; and "support" may take such forms as counseling and subsequent referral to necessary services. IBC applications should include ongoing contact with individuals: 1) waiting for placement or admission to drug treatment; 2) with repeated STD infections; 3) who are sex partners of recently diagnosed HIV-infected persons; 4) who engage in sex for economic reasons; 5) who are recently released residents of criminal justice facilities; 6) in the period between exposure to HIV and the development of detectable levels of antibodies against the virus; and 7) who have recently learned they are infected with HIV and who are experiencing severe emotional distress. Although there is some evidence that IBC is an effective intervention for HIV positive individuals, there is little evidence of its effectiveness with seronegatives. Hence, TDH is inviting proposals for pilot IBC projets aimed at evaluating the usefulness of this approach with high-risk seronegatives as well as newly identified seropositive individuals.
