AB This report describes the goals, objectives, and outcomes of a project initiated to assess the state of Wisconsin's HIV counseling and testing (CT) services. A systems-level evaluation was performed to review the goals of the CT program and revise them vased on the input of various service providers and community representatives. The second step of the project was to use existing databases to describe the current state of the CT program. The third step was to compare the program's current status to the newly established goals. Project staff identified options for possible adjustments to the CT system. Finally, the traditional CT system was compared with an enhanced and modified version. The modified system would require intensive services for persons living with HIV or at elevated risk for infection. It was determined that the resources saved by some components of the modified system might be used to fund more intensive services for persons at elevated risk. MJ State government. The supplement presents a variety of methods, based on behavioral science, that have been employed in developing interventions for HIV prevention, particularly for programs targeted at high-risk, hard-to-reach populations. The supplement focuses on methodological issues associated with the development, implementation, and evaluation of theory-based behavior change interventions. The papers describe projects and strategies based on the four theories that have most strongly influenced much of the Centers for Disease Control and Prevention (CDC) AIDS behavioral prevention research: the Health Belief Model, Social Cognitive Theory, the Theory of Reasoned Action, and the Transtheoretical Model of Behavior. There are 18 papers in the supplement that describe the projects including HIV prevention community planning, CDC data collection systems, utilization of role-model stories in a community level HIV-risk-reduction program, measuring the consistent use of condoms, MJ Intervention strategies.
